Arresting for Latte?


Is this a good use of Latvian government resources?
You be the judge.
I just saw a police car with its lights flashing speed aling Gertrudes Iela. It stopped and 4, count em, FOUR police officers get out and go for coffee. 
I know coffee is important but did they need to use high speed chase techniques in a built up area to beat the queue?
I dont know if the Latvian authorities are aware of this particular issue.
I understand the police men and women work long hours in Latvia for very little pay but using emergency flashing lights so you can get to your coffee break a bit faster seems an abuse of power.

Would be interested to know what other people think about this.
